The notice was slipped under every door on the same Tuesday. Rents in the Alder Court building would rise by twenty-two percent from January, it said, "to reflect the cost of essential improvements." Arvid read it standing in his hallway. Then he read it again, as if the number might have changed.

A man by the dryers claimed the landlord had been planning this for years. A young mother insisted that the heating had been broken since October, so no one should pay a cent more. Meanwhile, three people were shouting about the elevator.

Arvid stood at the back with his arms folded. He had lived in the building for six years and had never spoken at a meeting. If he were braver, he thought, he would climb onto a chair and demand silence. Instead, he watched the clock above the washing machines.

Arvid turned one over and found a line of pencil on the back. "Boiler leaked, hall flooded, no hot water four days." Another read, "Lock replaced. Paid by me, never refunded."

They worked until midnight. Arvid built a single page showing the year, the rent paid, the repairs reported and the repairs actually done. A pattern appeared that neither of them had expected. The rent had climbed every spring, yet the last real improvement was a new roof, fifteen years earlier. Worse, the lease required ninety days' written notice of any increase. The tenants had been given forty.

Isaura set her canvas bag on the table, lifted out the first shoebox and took off the lid. Beside her, Arvid slid the one-page table across the polished wood.
